If I were going to try to do a magazine online, I would do it as a web site that requires a subscription to enter, then send out a periodic e-mail message giving subscribers the first paragraph or a synopsis of the articles and other features in the web-based magazine. The idea is to tantalize the subscriber into going to the site to read more and be exposed to your advertisers. The trouble with sending a whole magazine through e-mail is that it has been proven by many failed e-magazines before that people on the whole don't care to scroll down through a long e-magazine. Also there is the bandwidth problem - sending a large e-mail to hundreds or thousands of addresses eats up a lot of power and your web host, ISP or mailing service is probably going to charge you a premium for it. Think of the e-mail you send out as the front page of a newspaper. If the reader is attracted by the headlines, they'll buy the whole paper.
