how do i obtain an isbn number or whatever it is called for a new magazine I want to publish. I have a sample copy completed and don't know where to go from there.

For a magazine you need an ISSN, International Standard Serial Number. If you are in the United States, go to the Library of Congress ISSN web site at www.loc.gov/issn. You will find application forms and information about ISSN there. Otherwise go to the international site at www.issn.org.
