Hi Tom, your site is great and has given me some good information. I currently have a magazine that is published and distributed from Africa. I want to begin from the USA as that is where the bulk of my distribution goes. I have registered a corporation in Delaware. Now I need to know if I need to have any type of National publishing permit/license? I realize getting an ISSN is beneficial. Can my corporation copyright the magazine and act as publisher? So I need tax agreements in every state I mail the magazine to? It will not be sold on the news stand.

Yes, your corporation can publish the magazine. No, you do not need to have tax agreements with all the states. Check on Delaware sales taxes, but other than sales in-state you don't have to worry about sales tax. There is no national tax or license that specifically applies to publishers, altough you will have to pay income tax like any other individual in the U.S. It would not hurt to consult with the lawyer who helped you register the corporation about tax liability. Basically, the corporation will be responsible for state, national and local taxes, so you would be wise to consult with your lawyer to figure out which you are responsible for.

You should apply for periodicals status with the USPS to ge the best postage rates and handling,
